Cleia Noia

As Senior Counsel, Cleia provides legal guidance and support to Co-Impact’s global operations. She works closely with the COO and teams across the organization to help ensure that Co-Impact’s activities align with legal and regulatory requirements and reflect its mission and values.

Cleia has over twenty years of combined experience across the private and nonprofit sectors. Prior to joining Co-Impact in 2025, she served as Senior Legal Counsel at the Social Science Research Council, where she supported organization-wide legal matters, including contracts, grantmaking, and compliance within both private and federal funding contexts. In addition to her legal work, she also led grantmaking programs supporting drug policy and research in Latin America and humanities infrastructure in the United States. Earlier in her career, she practiced corporate law in Brazil with a focus on mergers and acquisitions.

She holds a law degree from Universidade Presbiteriana Mackenzie and a master’s in law and diplomacy from The Fletcher School at Tufts University. Cleia is admitted to practice law in São Paulo and California and is registered as in-house counsel in New York. Originally from Brazil, she lives in New York City.
